Mci being a coastal location is receiving rainfall for more than 6 months per year. during the latest inspection of the earth pits, it was noted that the reading for some earth pits was significantly high and needs to be reconditioned. additionally, testing of the transformer oil is also pending. due to severe weather conditions, several flp and non-flp fittings need to be replaced. furthermore, during the recent servicing of the hvlr, it was observed that the hvlr cables and glands require both replacement and repairs. therefore, we propose to carry out these various electrical tasks.

As part of the infrastructure maintenance and safety enhancement initiatives, the replacement of switchgear has been identified as a critical requirement for improving the electrical safety and reliability of mci s operations. work includes dismantling of existing 11kv siemens make indoor vcb switchgear, shifting the dismantled switchgear to scrap yard, design, manufacture, 3rd party inspection, supply, installation, testing and commissioning under supervision of oem of new 11kv vcb, modification of cable trenches beneath vcb, termination of incoming and outgoing ht cables, construction of new earth pits confirming to is 3043 for the ht vcb panel. this job also includes liaising with cea authorities and obtaining cea approval for new 11 kv indoor vcb switchgear

Mangalore coastal installation (mci) is a bpcl pol location on the western coast of india in the outskirts of mangalore city. mci caters to different sales areas of mangalore retail territory, gulbarga territory, calicut territory, rescue loads to belgaum territory and i&c. during annual external inspection of tanks, it was observed that water is getting stagnated on the annular plate of above ground vertical tanks. also gap is observed between tank foundation and annular plates at few places. this will lead to corrosion of annular plates and tank settlement if unattended. also the steps of mcc building which act as entry to transformer yards and dg room was found in a bad shape. this also needs to be corrected for better safety of the personals approaching the transformers and dg room. also fire water is replenished through submersible pump in natural pond within mci premises. it is not functional and require major overhauling. mci also has 2 nos of dfmd which is faulty and require ur

2. as per oisd and pngrb norms, it must be properly illuminated. it was observed during last esa audit and monthly lux study that few areas like road around tlf gantry, tlf pump house manifold and road around tank farm are not as illuminated as it should be. hence it is proposed to strategically procure and place adequate no of flp light fittings and its accessories to always ensure adequate lux levels. 3. through this tender, we intend to procure, install, and re-organize flp light fittings for esa compliance and overall lux improvement at bpcl mci

As an esa observation, it is planned to install new hooters to have a separate audio-visual alarm for dyke drain valve, hcds etc.to configure these hooters with the existing human machine interface (hmi) we must perform modification in existing tas to integrate 5 nos. hooters activation on esd, hhh, dyke drain valve and hcd. scope also includes necessary changes in safety plc logic and scada to accommodate the hooter status.view above it is planned to do the integration of hooter to scada at bpcl mci. since the tas is maintained by m/s honeywell automation india limited, india, who is the oem of scada system, it is proposed that this work be carried out by honeywell. therefore, it is recommended to proceed with a single tender and award this job to honeywell.

Out of the 14 aboveground product tanks, 09 aboveground vertical storage tanks and 02 horizontal product storage tanks are provided with honeywell enraf make radar level transmitters. multi-spot temperature cum water bottom sensors, tank side indicators, communication interface units (cius) and tfms computer are also part of radar level transmitter system. since radar gauges are primary level instrument for calculation of product inventory and are also supercritical interlock instrument, it is required to maintain high level of availability of the instrument. 3. these instruments are critical in operational and safety requirements. also, these instruments require high skill for maintenance and troubleshooting, it is prudent to have its service annual maintenance contract with the oem i.e. m/s. honeywell as a prive maintenance measure. this will also maintain the overall remote operability of the facility in line with the bpcl policy and procedures.
